No Delta Pokemon Encounters

Ive played through the game for 4 hours. In this time I haven't encountered a single delta pokemon, (apart from the delta scythe that I traded for.) I'm using version 1.1.6 and I have purity mode turned off. Anyone else having the same issue? Anyway I could fix this. Also when I try to install the game, when I'm extracting it, it gives me a message about tilesets or something, is this effecting my problem?
