Pokemons gains only 1 exp on lvl 17

I've tried to reinstall the game but the bug still happening. After lvl 17 every pokemon earn only 1 exp in battles. (I have defeated a lvl 10 phanphy on the picture)

you're on hard mod, that's part of what it does to lock you at lower levels depending on how far you advanced http://wiki.p-insurgence.com/Difficulty.
