Seed flare not working at Abyssal base

Hello, Im one of the user for pokemon Insergence. My game is currently in Abyssal cultist base right now, and I'm at the spot where that green water is blocking the way. The problem is, when I activated seed flare to make it into crossable water, it just stayed green. I can't cross it by surf, and no message appears when I pressed Enter in front of it. Plus, it does not work on other plases as well. I don't think you made it work that way, but I can't continue my game story now. I am playing easy, dark storyline, and my computer is Windows 8. Help me out of this situation.
