move counter doesn`t exist

i was trying an egg chain for gligar with counter, i catched a heracross in fs but he didnt learn it (supposely 19), not by level nor move relearner. I thinked of paras who can get it from a breloom (level 22) but the same happens, he didn't have it, nor level, nor move relearner. I think is a bug or you forget to code the move, even wynaut cant learn it, the move doesn`t appear!!!

Got the same problem with my breloom. after trying !learnset breloom, deukbot comfirms it doenst learn it, even though it should. havent checked other poke yet.

Tried it with Riolu, first time caught in ancient ruins lvl 19 it only has one fighting-type move, Force Palm. Tried to go to move relearner, the move doesn't exist. Leveling through fresh breeding also didn't give new move at lvl 6, Riolu and Lucario. Vigoroth at lvl 51 also doesn't have Counter (supposed to be 3rd-to-last move to learn at lvl 33).
