Pokemon block you from using surf on a small corner in Cave of Steam

There's a small corner in Cave of Steam which seemed like an area with a hidden item. I used surf to reach the small corner, but now I'm stuck. My companion/leader pokemon spawned on top of me, and rather than being able to use surf again, I am forced to talk to him instead.

Update:

I managed to kill of my lead Pokemon, but I am still unable to surf.

Update # 2:

I escaped using the Pokegear's memory chamber to kill off my team and return to the Pokecenter. Players without it or a fishing rod are most likely stuck.
