Jade Tower BUG

If you faint during the Raquaza Battle, you spawn back at the PokeCenter in Helios City (Not the Blissey) and If you go through the sewers back up to the Jade Tower Top to re-fight Raquaza, Upon entering the room in which you fought East, you will see damian blocking the stairs and you cannot go past him. It does not let you go back down the stairs and you are pretty much stuck there. I know you could probably edit the tiles so you can walk through them, or even move damian, but I do not know how to edit the TileData and do not want to risk my save file and would rather wait for someone who can help me.
