My eevee gets one exp after lv 17

hi um i chose eevee as my starter and went into lv 17 it keeps on getting one exp per battle i tried reloading my own save but it still keeps getting 1 exp? Is that supposed to happen am i stupid or is it a bug every other pokemon gets the exp fine though but hey im enjoying the awesome fan game u guys made so i thought i let you know :)

You're on hard mode, there is a soft level cap
