Trainer in first gym had shiny Vulpix

I'm not sure if this is a glitch, but the first trainer in the Suntouched City gym had a shiny Vulpix. As far as I knew shiny pokemon were only able to be found as wild pokemon. If this is not a glitch then I apologize, but I just thought that incase it was it should be brought to your attention.
