Instant Lapras missing on forfeited challenge, has apparently been an issue for over year and a half

I discovered today after deciding to forfeit my solo run (Namely due to it not being what I initially thought it was) several hours in, that doing this removes your Instant Lapras. Due to a lack of availability to the HM "Surf" and its extreme requirement for several areas I am currently stuck flying to nearby locations, but am unable to use surf/dive to reach other locations. Looking up this issue shows that this has apparently been an issue since January of 2015 and there has been no attempts to resolve it. Added image shows my 20 hour save game, and the two puush links below show my key items which lacks an Instant Lapras.
