Shadow Sneak Priority Bug

Shadow Sneak, the 40 power priority +1 ghost move, seems to fail to have it's extra priority when the opponent's mon has bonus speed.

Not sure if this fails with other priority moves or not, nor of the specific causes of the bug unfortunately. Discovered while fighting Orion's Fletchinder.
