Burmy unable to change to Sandy cloak

Burmy's sandy cloak is currently unavailable in the game. It comes in trash cloak by default in friend safari, and can change to grass cloak in any outside route and back to trash cloak in areas like Helios Sewers, but is unable to change to sandy cloak inside any caves. Attempted to change to sandy cloak in Fiery Caverns, Telnor Cave, and Cyan Cavern. This makes Wormadam's sand version unavailable in the Pokedex.
