text won't appear in game or in title screen, in multiple versions, only on 1 pc

as title says, if i try to play either version i won't get any text to appear. i tried it with multiple installations/versions(1.1.6, 1.1.8.2, 1.2) and the same bug would occur every time.

note: this happens only on my new custom desktop but works fine on my old laptop so i'm assuming that's the issue.
