Reukra stops on the stairs and can't continue event

After you beat the champion, Orion calls you about how Taen stole Reshiram again. When I went to the black market and went to the scene with the protesters, Reukra got stuck on the stairs while leaving and soft locked the game. This happens every time, even when I go through from a different entrance and this prevents me from continuing with the story.
