Surf sprite not appearing

When ever I use the Instant Lapras the surf sprite appears for half a second and then replaces it with my character sprite except its bald and naked only wearing its underwear. This happens no matter what I do and yes I do have the surf.png file in my graphics. I linked an image of the issue. This is a 1.2.2 bug
