Delta Clamperl won't evolve

After catching Delta Clamperl, I gave it a Deep Sea Scale and went to the Witchdoctor. If I ask her to evolve Clamperl she says "I feel this powder will work, but this pokemon requires an item" Even though it has the correct item for the evolution.
