Primal weather isn't set when sending out primal Kyogre/Groudon

To reproduce:

1. Send out Kyogre/Groudon holding its orb
2. Switch that pokemon out for another (this removes the weather condition as normal)
3. Switch the primal pokemon back in. Desolate Land/Primordial Sea don't get set

This may also apply to Delta Stream Rayquaza, but I don't have Dragon Ascent to test it with

Seems to me that the weather condition is only set when the pokemon undergoes primal reversion
