Primal Kyogre Heavy Rain

Whenever i switch to my primal kyogre when there's another weather activated, it doesn't replace it with heavy rain. Overall, the whole heavy rain system isn't working properly. It is supposed to be active only when kyogre is on the field (which isnt the case here, it stays active after), and it is supposed to have a higher priority than every other weather except primal groudon's weather and mega rayquaza's weather (which can replace each other depending on who came last) I didnt test primal groudon and mega rayquaza's weather but they most likely have the same problem.
