Sheer Force not functional

I have Sheer Force on my Steelix, Feraligatr and Nidoking and it seems not to be working correctly, if at all. I've read that the interaction with Life Orb did face a bug,

But here with NO item being held I don't get any added power on Rock Slide, Thunder Fang or other moves with effects.

The side effects are nullified, however : /
