Sky Drop attacks in one turn instead of two

Just something I noticed while playing through a randomizer. Every time my Delta Bisharp uses Sky Drop, it just attacks in a single turn instead of two turns like the description claims it's supposed to do.

Not really complaining as I have no issues about abusing this during my playthrough til I get a better flying type move, but figured I'd mention it.
