The outside battle effect of the Static ability doesn't seem to be working

Hi, Within ~40 encounters in Shade Forest with a fainted Pikachu (that has static) in front of my party, I only encountered 2 wild Pikachus. However, according to bulbapedia, static should make it so that 50% of the encounters are electric type pokemon, and since Pikachu is the only electric type available in Shade Forest, I should have battled ~20 wild Pikachus. This is very annoying because it makes it very tedious to get a lightball, so it'd be nice if you could fix it :)
