Orbs can be Knocked Off

A Mega Bisharp used Knock Off on my Primal Groudon. According to https://bulbapedia.bulbagarden.net/wiki/Knock_Off_(move) , it should not be able to get Knocked Off, but it did, and Primal Groudon reverted to normal Groudon. Was this intentional or a bug?
