Wish Tutor does not work

The Wish Tutor in Sonata shows "Not Able" on Pokemon which are able to learn Wish, such as Togepi and Eevee. There's no tutor for Wish in the main games, so I am assuming that it is supposed to teach Wish to anything that can learn it.
