(1.2.3 Core) [Major] Emolga Taxi breaks the game progression

I used emolga taxi (soaring) and I'd just recently had got the 7th badge. I was able to land on Narra Town even though I hadn't even gone through the mountain yet. I walked north and triggered a cutscene with a Giratina cultist.
