Baton Pass move tutor

So I decided I wanted to make a baton pass team. I found out baton pass was available from a move tutor and decided to bring some mons, especially the deltas, there to find out who could potentially learn it and add to my team. Long story short, no one can. Which I suspect may be bugged, because I brought a scolopied without baton pass there and it still told me he could not learn it. Nor could a scyther, which also surprised me because it CAN learn baton pass through breeding. Same with togetic/togekiss. I assume if this is an actual functional move tutor, all of the above should be able to learn the move.
