Random Water patch

So I was in the REM ocean and I found a place to rock climb and when I did there was this random water patch I could surf on.. the 2 patches i circled are the only places you can surf. I have no idea why and I can also walk on them but you can only surf when you are on the tile that is behind the instant lapras for some odd reason…
