My trade quest cant be completed past the first stage

I have the red paperclip in my bag and the man i received it from has the normal dialogue, however when i try to give it to the correct npc in midna garden he just says that i don't have anything of interest for him. The oddest thing about this however is i'm deadly sure i've already done the quest and caught genesect however there's no sign that i did at all. Is there any way to fix this or am i just permanently stuck missing one legendary
