No Rocket Boots in Black Market

I've tried restarting the game at the black market and the rocket boots still don't come up as a purchasable option. http://prntscr.com/820zkc

They were taken out in 1.1 and replaced with something called the Pikataxi.

Correct me if I'm wrong, but didn't the update say the boots were replaced by taxi?
