Feebas encounter level inconsistency

It is clear that Feebas is intended to be encountered at levels 5-10 when fishing for it, however in some places like Route 10, Maelstrom 9, Route 11, and Nasca Town, Feebas is around level 50 with the rest of the Pokemon.
