Hi, I started a new game with the 1.13 core. I picked delta bulbasaur and Damian took delta charmander. When we battled, he had a regular charmander instead of delta. Pokedex also shows regular charmander instead of delta.

I think you are playing with Purity mode enabled. Purity mode disables delta species and other fakemon.
