Rival using a normal starter instead of Delta

In 1.1.2 it was normal, but I patched it to 1.1.3, took the Mistery Gift and resumed my soft resetting for a Modest Delta Bulbasaur. I tried it twice up until now and it seems like Damian gets a normal Charmander instead of a Delta one. Yes, Purity Mode is OFF. Suze pls.
I also have this issue. Purity mode is off, and I did not have this issue in 1.1.2. The Charmander is also Lv. 4 instead of Lv. 7.
