Dive Bug

On route 9, there is a dive spot for energy ball, I wanted the TM so I caught a Wailmer in order to dive. I go to the spot and I dive and grab the TM. Then when I try to rise to the top of the water it says I need more badges in order to dive, essentially trapping me. I hit "p" and I was then walking on the ocean floor with my Gengar following me.
