Normal rayquaza in battle after 3rd gym

If I recall correctly, Rayquaza is supposed to mega evolve in the battle after the third gym, but in the 1.3 version when I got to that point, he stayed as a normal Rayquaza.
Maybe the mega evolving was removed intentionally or I am just remembering wrong?
