Spiky Shield not damaging

Additionally, if Spiky Shield blocks an attack that would make contact with the user, the attacker suffers damage equal to 1/8 of its maximum HP. THIS DOES NOT HAPPEN.

    This is important, but I don't think it qualifies as "Major". This is an example of precisely what a "Minor" issue is:

    "A move calculating damage incorrectly"
