Windows Core 1.1.4 Corrupted?

Former user created an issue

I downloaded the far file for the windows core but during extraction, WinRar could not complete it because it stated many files were corrupted. I tried with 7Zip just in case but no dice. Is this just an issue with me or is it an actual bug?
