Either timer balls don't work, or some catch rates are not right

was just attempting to capture thundurus, but even though I threw hundreds of timer balls at him at %1 HP, he was never caught, and also pokeball shoke 3 times, and this occured many times. But it never could get caught. It's definitely broken and different from the vanilla games, that thundurus will not be able to get caught.
