Delta Charmeleon Gains Only 1 EXP Pt. After Every Battle

My Delta Chameleon gains only 1 EXP point after any of its battles, regardless of whether it fought alone or participated in the fight. This issue began around after it passed level 17 while I was looking for Nora in the Midna Mine. I only thought it was a weird, one-time occurrence, but the issue continued even after multiple battles with wild pokemon and other trainers inside and outside the Midna Mine.

when you're on hard mode there's a level cap for each section of the game, you're capped at 17 till you get farther
