Whirlpool's Power Too Strong?

I was level grinding on the route right after Sonata town, right before Maelstrom 9. I was leveling up my Charizard, and came across Empoleon. It was level 41, I was level 58. Its aqua jet attack did 25% damage to my total health, which was full at the time. On the next turn it used whirlpool, which did about 65% damage to my total health, without any crits, and the empoleon was slightly over half health. I caught the Empoleon out of curiosity and found that its attack stat was 97 and its special attack stat was 108, which I don't see as enough to make whirlpool that much stronger than aqua jet. Could just be my game, but figured I'd report the issue, however minor it is. Keep up the great work guys! Love this game :)
