Wild double battle glitch

When surfing on the untouched city exit, i encountered a piplup and a clauncher. I defeated the clincher and then proceeded to throw pokeballs at the piplup. I then noticed that i could throw one pokeball for each pokemon on the field (essentially 2 pokeballs per turn). I don't think this is right.
