Potential Kepler sequence break

After getting dive in Kepler, the route past the city is blocked off by a lake, so you can't dive to Nasca town. However, using PikaTaxi causes the town to reset to pre-storm state, allowing exit to the north. Leaving through the exit to Maelstrom 9 and returning to Kepler reinstates the storm.
