Sleep Powder dont work

I'm training my vivillon and surprise! When I use sleep powder it says the foe was unafected every time, and my vivillon have compound eyes. I think it shouldn't happen every time.

What was the opponent? Grass-types and Pokemon with Overcoat ability are not affected by Powder moves.
