64 players not supported out-of-the-box

Either increase player limit via code change (ideal)

or

Bundle "Botz 64 player addon" with SEC2 installer

Botz3000 64 player addon is now bundled with SEC2.

This was the easiest solution because it seems the Windows Dedicated Server console reads the database file directly, so even changing values in the code would not be saved after stopping the server.
