Massive Lag when players join server

there's a massive ingame lag when somebody connects to the server.

this can be due to cd-key verification (which times out, however), anti-cheat-checking or whatever.

the server hangs for about 0.5-3 seconds, no more data is sent to players.

There is a possible fix implemented in Beta 5. I'm still testing it though.
