Blacklisted CDKeys Should be Invalid

Since the old CDKeys are not valid anymore, I don't think we need to add a list of Blacklisted CDKeys, not int he way they are managed atm.

Maybe a better Option Is to turn this list off or create a way to let Aserver Admins post Log entries containing hacking ID's so they can be disabled.
