Plugin based dashboard

PolCPP repo owner created an issue

Basically i want to restore an old feature from the old test version, but in a less obstrusive manner.

Basically it replaces the classic dashboard. The intention is to create a plugin based dashboard with some basic plugins but easy to extend (like for example an app list).

That part is somewhat done but it was inside the primsriver app instead of prismriver.dashboard (for example). Since it affected the database (user plugins were stored db wise) it created unnecesary tables for people that only want the skin and not the dash.

    I made an initial commit with a first approach on the dashboard. There's a lot of stuff left to do but it somewhat works.

    Considering i haven't touched the project in ages and there's a new django admin coming up, i'm closing this issue
