What is the permission to clear people's invetory on join?

The title! Can I disable it on the config? Whats the permission that bypasses?

My plugin doesn't clear inventories by default. It only does that if you disable saving inventories in the config, then the creative inventory is cleared and the player logs in with survival mode and survival inventory.
