Redstone block - not creative block
Redstone Dust - creative block
If break redstone block, redstone dust drop.

    Couldn't reproduce with Spigot 1.14.4 and RC 2.3.3:

    1. Place redstone block in survival
    2. Added three redstone dusts as shown in the picture in creative
    3. Break the redstone block with a diamond pickaxe in survival
    4. Redstone dust didn't drop
