Creative placed flowers can be chipped in survival

Flowers that are placed in creative mode can be placed, and then picked up in survival.

Another issue since I can't find a discord or a question page, How do I allow staff to bypass creative restrictions but keep their inventories separated

I’ll test the flower issue and let you know.

As I said on the Discussion page:

I believe you can first give the general bypass permission "rc.bypass.*" and then remove the inventory bypass with "-rc.bypass.tracking.inventory". I'm not sure this works with every permission plugin, but give it a try.

I tested the flower issue and couldn't reproduce it. What version of Spigot and RC are you using and could you post a step-by-step instructions to reproduce the bug?
