Paper 1.12.2 RC 1.15.7 doesn't whitelist __global__ region

Whitelist works for custom Worldguard regions like spawn,creative_village etc, but not for global.

You’re using RC v1, so your issue belongs to https://github.com/hankur/RestrictedCreative/issues.

However, there’s no point in restricting creative usage to everywhere - it’s the same as no restrictions at all.
