Non static commands invoked with no targets will silently fail

If a non static command is invoked and no targets were found to invoke it on, it will silently return null with no explicit error. Before V2.3.3 this was not the case for .Single target type. Given that this can lead to confusing behaviour I think it does more harm than good and allon static commands should probably fail with no targets
