Draggable QC window

Make the QC window draggable around the screen when grabbed by the mouse, allowing users to dynamically move it out of the way of important parts of the game

Currently in progress. There is a working solution but it means that you cannot scroll by dragging anymore, so need to look more into a better solution

Now requires a key combo (defaults to left shift) to be held to start the drag which solves this problem, however now the text still attempts to scroll as it is being dragged
